Steppin, is short for "Stepping" - correct spelling.
Same for
Dressin, is short for "Dressing"
Fella, is slang for "Fellow", which means male person.
This would be to describe a man - probably young acting, who dresses in a Hip way. Hip here means "Trendy, Fashionable, Noticeable"
<b>High Stepping</b> - I would envisage partly that to mean he probably is influenced by Hip-Hop in his way of walking and moving (gait). As well as he would get attention. (another expression which is similar would be High Flyer, from which this expression [high stepping] would be derived.
I listened to the youtube video. In there they also use the expression "mean dresser". That explains Hip Dressing too - mean there means "great, good, noticeable"
